On December 23, Metro detective Justin Kemp, whose wife dated DiNozzo 4 months, asks NCIS's help because a delivery boy saw former pre-med petty officer Ned Quinn, a Vietnam vet, at the site of the murdered old Taylor couple's home invasion. His file states the divorced, addicted PTS sufferer died in a fire and was buried 17 years earlier, death certificate signed Ducky. Quinn's 'widow' Connie wants no contact, unlike daughter Melissa. He's found at the Arlington Memorial Wall, remembering platoon member Grant, killed on a Christmas Eve. Actually Ned tried first aid on Mrs. Taylor, Mr. Avery Taylor was suing Kemp's father-in-law, a rich industrialist.

McGee goes to a women's prison to interview a suspect in a murder case. A prison guard is murdered nearby, the prisoners take control of the wing. The prisoners fear they'll be blamed for the guard's death, McGee convinces them to let him investigate the guard's murder. McGee must find the murderer amongst all the other criminals before the Warden handles the situation in his own way
